What is RA 11261?
The First Time Jobseekers Assistance Act (Republic Act 11261) waives fees for pre-employment documents for Filipinos who have never been employed. This helps fresh graduates and first-time workers save money when applying for jobs.
Who Can Avail?
- Filipino citizen actively seeking employment
- Have not been employed before (no payslip history)
- Resident of the barangay for at least 6 months
- Graduate of any educational level (K-12, college, TESDA)
- Out-of-school youth, students taking leave, or students working while studying
Requirements
- Valid Government ID— Passport, driver's license, or national ID
- Proof of Residency— Must be resident for at least 6 months
- Proof of Education/Training— Diploma, TOR, or certificate of completion
- Signed Oath of Undertaking— Provided at the barangay hall
Step-by-Step Process
Visit Your Barangay Hall
Go to your barangay hall during office hours. You must have been a resident for at least 6 months.
Request First-Time Jobseeker Certification
Inform the clerk that you need a certification under RA 11261 (First Time Jobseekers Assistance Act).
Present Your Documents
Show your valid ID and proof that you are a first-time jobseeker (diploma, school ID, etc.).
Sign the Oath of Undertaking
You will be asked to sign an oath stating you are a first-time jobseeker and understand your rights and responsibilities.
Receive Your Certification
The barangay will issue your certification for FREE. This is valid for 1 year.
Use for Free Government Documents
Present this certification to get free NBI clearance, police clearance, birth certificate, and more.
Tips
- You can only avail this benefit ONCE in your lifetime
- The certification is valid for 1 year from issuance
- Get all your documents within the 1-year validity period
- Medical certificates are free but lab tests may have fees
Important Note
Misrepresenting yourself as a first-time jobseeker when you have been previously employed is punishable under RA 11261. Be honest in your declaration.
